The general assembly is the Student Council’s highest authority. It is held in the fourth quarter, and all students at RUC may take part with full voting and speaking rights.
This is where the direction for the coming year is set: the work plan, the education policy principles, amendments to the statutes and the election of chairs and board.
Deadlines
The statutes set out a fixed sequence leading up to the general assembly:
- No later than six weeks before: the board announces the general assembly with a preliminary agenda, time and an overview of deadlines for candidacy and proposals.
- No later than three weeks before: candidacy statements for chairperson and vice-chairpersons as well as proposals for amendments to the statutes, education policy principles and other submitted proposals must be received by the chairs.
- No later than two weeks before: the board circulates the agenda with timetable, rules of procedure, written reports, work plan, candidacies and submitted proposals.
The agenda
The agenda contains as a minimum the board’s report (academic, political, social, financial and organisational), consideration of amendments to the statutes and education policy principles, the work plan, and the election of chairperson, vice-chairpersons, board members, critical audit and legal committee.

Voting rights
All votes are personal and can only be cast in person. Guests may be granted speaking rights by the general assembly.
Extraordinary general assembly
An extraordinary general assembly may be requested by a majority of the board or by unanimous agreement of the chairs. It is convened with at least three weeks’ notice and held no later than six weeks after the request.
